Identity documents and documentation of the population of the Russian Federation

In the legislation of the Russian Federation, there are no definitions of the terms "identity document" and "documentation of the population" that are constantly used. For any person, identity documents are of great importance for the possibility of exercising constitutional and administrative rights and obligations. The process of documenting the population, which is constantly carried out by the competent authorities in law enforcement activities, as a legal definition is not fixed in a specific legislative act. There is also no single comprehensive list of all types of identity documents on the territory of the Russian Federation stipulated in the law. It is proposed to systematize the current Russian legislation in the field of documentation of the population, to adopt a federal law establishing the basic clearly defined rules regarding documents certifying the identity of a person in the Russian Federation, as well as consolidating the list of all types of such documents.
