Developing competition and high innovative activity in the market of educational services enable the consumer to make a choice in favor of those educational structures that not only have modern educational technologies, but can also provide, along with an individual attention to each trainee, a high level of the educational process's orientation to the implementation of supplementary vocational education programs. In this context, the priority issue of supplementary vocational education is the development of a systemic approach to the formation and implementation of educational programs. Supplementary vocational education receives the least attention from Russian researchers. As a rule, researchers consider the place and significance of supplementary vocational education in the formation of Russian human capital assets. Such state of knowledge of the system of supplementary vocational education is largely due to the fact that the relevant statistics was formed in the Russian Federation on the basis of administrative and institutional reporting, which under new conditions did not manage to adapt to an adequate expenditure accounting from extrabudgetary sources...
