Through his intellectual culture, a person is increasingly exploring himself deeper, more accurately, on the basis of how he reflects reality and deepens his thoughts about it. That is, the “intellectual potential” of a person will be primarily aimed at understanding his own.

In the XXI century in which we live, science, intellectual potential, has become a criterion of development and is becoming an increasingly high level. In the future, as tools for the development of individual culture, we can get new inventions, achievements and all knowledge bases in the field of computer technologies, the existing material and technical base of education, modern innovative and pedagogical technologies, art, artistic and scientific-educational literature, science.

It is not surprising that in Uzbekistan today, the rise in the level of public policy to pay attention to the high level of youth culture. But in this area, too, actual problems are encountered.“When we talk about educational upbringing, its content can be expressed as laconic: we need individuals who have seen school education and upbringing, and not graduates”. The fact is that it is necessary to acquire knowledge, but independent thinking and contemplation in an unconventional style lead to further development and social progress.

Several changes are being made in the educational camp on the development of personality culture. As a result of these reforms, the role of the intellectual layer necessary for the prosperity of our country will increase in the future, while the First president of Uzbekistan I.A. Karimov said: "We have always come to a good idea that only people who take steps to build a modern state based on a developed market economy and consistently move from a strong state to a strong civil society can achieve the Strategic Development Goals set before us, only those who deeply understand the need for harmony of national and universal values, master.

In general, today it remains only to consolidate independence and bring the great future closer, to bring up the current growing youth, to the level of a highly educated intellectual cultured personality. Such a need for the development of a person intellectual culture expresses the creation of important conditions for teachers working in all educational institutions to improve their skills in accordance with modern requirements, to retrain, to create opportunities for them to be aware of the achievements of World Science in a timely manner and to use modern educational technologies effectively.

Adapting the material and technical base of educational and educational institutions to world standards, further enriching scientific resource centers with manuals, textbooks and scientific and artistic literature, as well as organizing various scientific and educational conferences, discussions and scientific and literary meetings in order to fully demonstrate their true culture in educational processes, opens the doors of opportunities for today's youth, who are the But the creation of conditions for the implementation of such work in itself requires a large amount of money, a large expenditure for the provision of modern material technical equipment. Nevertheless, “education and the money spent on reforming it will not be wasted, but will be a powerful and influential factor for the successful and consistent reform of our society. To do this, it is necessary to pay more attention to the following aspects:

  • • to enable the intellectual layer to enjoy the scientific and technical potential of economically developed countries, to seize new heights of the global ongoing scientific and technical revolution;

  • • to provide the youth with knowledge at the level of world standards in public education, higher and secondary special educational institutions in order to become a mature person, to establish wide opportunities for the preparation of diplomats, entrepreneurs, economists, financiers, in higher educational institutions and, in turn, to send students, undergraduates and mentors to study abroad and to improve their qualifications.

It is an important social necessity to ensure that the leadership of our country, in the attitude of its policy in the field of education of the 21st century to young people, by choosing the most advanced among them, achieve perfection in scientific and spiritual-cultural terms, and deeply master the foundations of modern science and technology.

The process of social changes in the spiritual culture and its impact on the development of individual potential is of paramount importance mainly in socially stable positive situations in society. In this sense, it is desirable to take into account the following factors as specific ways of developing the potential of the individual and society, as well as quickly and accurately finding a decision in our life.

first of all, it is necessary to carry out a noble task in our country as the formation of a well-off family, and first of all it is necessary to create a spiritual cultural environment;

secondly, it is necessary to regularly identify the cause of the stagnation in the implementation of the “system of continuous education”, which is one of the factors of radical reform of the educational system, and immediately eliminate the problem that is waiting for its solution;
