FROM THE EDITIRIAL BOARD

Russia’s movement towards democracy is impossible without the development of juridical science which is an important factor in improving the organization and functioning of the machinery of state, forming a feeling for law and order and legal culture. A negative and nihilistic attitude is gradually changing giving way to an understanding that the state and law are meant to be mechanisms of personal rights and freedom protection rather than instruments for compulsion and force. These processes are complicated and require, above all, theoretical substantiation, this being a mission of juridical science in our society.

The Law Faculty of Perm State University try to contribute as far as possible along this line, working out fundamental and applicable principles of jurisprudence, bringing up a young generation of lawyers, and disseminating knowledge of law among the population.

The results of research published in the Herald are also aimed at fulfilling this task. Actual problems of different branches of law are analyzed in the papers – the Theory of State and Law, Labor Law, Civil Law, Constitutional Law and others.

This issue is dedicated to the 85th anniversary of Perm State University and the Law Faculty.

The Editorial Board express the hope that the materials presented in the journal will be of use for academicians, practical lawyers, and all those who are interested in the problems of state and law.
