Global scenarios of education development in the 21st century

National system of education is viewed as an important factor of forming the state “soft power”. On the basis of a number of prognostic assumptions such as hyperbolic acceleration of scientific and technical progress and beginning of technological singularity, weaker role of states in the sphere, mass migrations and global changes in the labor market as well as a number of others the researchers anticipate three scenarios of national education system development. The first one is conservative protecting and implies enforced preservation of the leading role of the state institutions in the development of the science and education system. The second one is competitive disperse. It is based on the assumption that contemporary type educational organizations can be replaced by network structures integrating the best pedagogical and research staff of different universities. The third one the authors designate as humanist interactive which assumes mutually beneficial joint efforts of the states, private corporations and public organizations and movements to build a system integrating all levels of education and allowing a possibility to choose a particular education and professional path at different points of all the education process.
