Identity, balance and solidarity as constitutional principles of criminal policy of a strong state

In scientific literature, the criminal policy of a strong state is usually identified with a repressive, harsh, anti-liberal policy, which seems to be fundamentally unacceptable. On the contrary, modern Russian criminal policy should avoid extremes and always strive for an optimal balance of the divergent interests of all participants in public life. Building a concept of a strong state in Russia necessarily requires an adequate criminal policy based on the system of traditional Russian spiritual and moral values. The purpose of the work is to establish the current content of the constitutional principles of the criminal policy of the Russian state.
