Institute of municipal services: origins and legislation in Russia

The process of formation of the institution of municipal services in modern Russia is revealed. The norms of legislative and other normative legal acts, scientific works on the stated problems are analyzed. It is noted that public services (which include state and municipal services) have their origins in economic and civil law relations corresponding to them. Legislatively, public services began to be regulated in 2004 with the beginning of the administrative reform. Municipal services at the system level were legislatively enshrined only in 2011. Proposals for improving the legal regulation of municipal services are substantiated.
