An integrated approach to incorporating import substitution into the system of forming anti-sanctions policy

This study analyzes an integrated approach to incorporating import substitution into the anti-sanctions policy system from the perspective of ensuring economic resilience to sanctions through the substitution of domestically produced imports. The paper proposes an integrated concept of import substitution that includes a staged transformation of the economic structure, financial incentives for the development of R&D infrastructure, institutional reforms, and the creation of additional incentives for pursuing business interests. This analysis defines the role of import substitution as a crisis management tool, where it is integrated with parallel imports, foreign trade diversification, and R&D development to achieve technological sovereignty. This also includes the systematization of government support measures, such as subsidies and concessional loans, to reduce dependence on Western supplies. Effective integration of import substitution measures and anti-sanctions strategies helps reduce technological dependence and increase high-tech exports. The author substantiates that the development of a sustainable import substitution model requires a comprehensive approach that considers both short-term and long-term aspects of economic development. In the course of this study, the author identified and systematized indicators that allow us to determine the level of integration of import substitution into the system of anti-sanction measures to support the economy. The results of implementing these integration measures demonstrate the potential for achieving economic security and sustainable development of national production in the context of global sanctions.
