Internationalization of a provincial university

The paper deals with the issues of integration of the Russian peripheral higher education institutions into international educational system. The present-day international education and global market-based system of economics demand traditional universities to transform into innovative and entrepreneurial clusters oriented on producing intellectual goods for the purpose of making profits. The Russian provincial universities are lagging behind foreign universities and risk to lose the competitive edge. The solution of the problem, which is proposed in this article, lies in adopting of the export oriented educational services strategy, and accordingly in reconstruction of the whole performance structure.
