The effectiveness of the sphere of humanitarian services: theoretical concepts and problems of evaluation

The article presents a classification of existing concepts of efficiency in relation to the sphere of humanitarian services. The shortcomings of traditional resource- and value-oriented concepts are revealed. It formulates the assumption that the assessment of the effectiveness of the sphere of humanitarian services should be carried out taking into account the use of the functionality of this sphere on the basis of concepts focused on long-term sustainable development. The sphere of humanitarian services, ensuring the expanded reproduction of human potential, creates the necessary conditions for intergenerational sustainability of well-being. Taking into account the specifics of the interdependence of the processes of reproduction of human potential and the development of the sphere of humanitarian services, the basic characteristics of the management system of this sphere have been determined.
