Effectiveness of criminal liability for crimes of a terrorist nature: (optimization issues)

The article deals with problematic moments in the distinction between terrorist and extremist criminal acts, which are important in the qualification of a crime and bringing to criminal responsibility. Faced with the danger of terrorism on their territory, almost all countries are forced to intensify work on the direction of international police cooperation in solving the problem of terrorism, to revise their legislation to the detriment of democratic foundations. Countering terrorism should be a coherent system of measures that includes political, legal and institutional control.
