Эко-эффективные стимулирующие правовые механизмы развития инноваций в странах БРИКС

Статья посвящена анализу существующих стимулирующих правовых механизмов развития цифровых инноваций в рамках альянса БРИКС с точки зрения их корреляции с «зеленой» повесткой. Автор доказывает необходимость включения оценки экологической эффективности нормативных правовых актов, направленных на стимулирование создания и внедрения инноваций и технологий. Проанализировав акты о сотрудничестве стран БРИКС в сфере цифровизации, а также защиты окружающей среды, автор указывает на существование необходимых предпосылок внедрения эко-эффективных подходов. Кроме того, в статье исследуется опыт Китайской Народной Республики и Российской Федерации по внедрению таких подходов в оценку эффективности законодательства о стимулирующих механизмах и результаты такого внедрения.

Eco-efficient stimulating legal mechanisms for innovation development in the BRICS countries

The article analyzes the existing stimulating legal mechanisms for the development of digital innovations within the framework of the BRICS alliance in terms of their correlation with the "green" agenda. The author proves the need to include an assessment of the environmental effectiveness of regulatory legal acts aimed at stimulating the creation and implementation of innovations and technologies. Having analyzed the acts on cooperation between the BRICS countries in the field of digitalization, as well as environmental protection, the author points out the existence of necessary prerequisites for the introduction of eco-effective approaches. In addition, the article examines the experience of the People's Republic of China and the Russian Federation in implementing such approaches in assessing the effectiveness of legislation on incentive mechanisms and the results of such implementation.
