On the issue of the constitutional legal status of orphans and children left without parental care

The article argues the need for a scientific substantiation of the concept of the constitutional and legal status of orphans and children left without parental care, reveals the foundations of such a status, its structure and the ratio of its constituent elements. It is argued that the guarantees of rights should be considered as an independent element of the constitutional and legal status of orphans and children left without parental care, aimed at the implementation of other elements of the status, reflecting the actual situation of orphans and children left without parental care in society and the state, in relations with other subjects, by facilitating the exercise of rights, as well as ensuring their protection from violations.
