On the implementation of powers of public authorities to organize territorial defense in the Russian Federation

The article examines the powers of public authorities to organize territorial defense in the Russian Federation. Some problems and ways of improving the territorial defense system are presented, taking into account changes and dynamically developing nature of threats to national security. The author of the article substantiates the need to amend Art. 22 of the Federal Law of May 31, 1996 It is necessary to consolidate the management system of the territorial defense institution, regulate the rights and obligations of persons participating in the territorial defense system, namely persons performing functions in the territorial defense detachments; strengthening the interaction of the territorial defense institution with the civilian community, developing and strengthening the institution of patriotism among the population; transfer of powers of the highest officials of the subjects of the Russian Federation (heads of the highest executive bodies of state power of the subjects of the Russian Federation), officials of local government heading the local administration (executive and administrative body of the municipality), in terms of managing territorial defense detachments to military commissars.The author provides examples of the organization of territorial defense in foreign countries, indicating positive examples. The author sees the need for modernization in terms of reducing the powers of public authorities to manage territorial defense headquarters.
