On the question of clarification of the concept of public safety

The purpose of the study is to clarify the concept of public safety in relation to law enforcement activities of internal affairs bodies. In the article, public safety is analyzed from the standpoint of social synergetic and the levels of its organization are clarified. Taking society as a multi-level social system with signs of synergetic properties, we can come to the conclusion that at each level of its organization there are both general threats to the security of maintaining a stable and self-developing state of the social system, and specific threats operating at lower levels of the organization. In this context, public safety is an indicator of the stability of a particular social formation, expressing its social essence. Or, in other words, the social essence of public security reflects the degree of stability of a particular social formation, as an open dissipative system, to threats to its integrity.
