Quality of human capacity-building factor for entrepreneurship development in the region

The article reveals the problem of the influence of the quality of human capital on the dynamics of the development of small and medium-sized enterprises in Russian regions. On the example of the Tyumen region, being shown the interdependence of social factors revealing the quality of labor resources and enterprising activity, appearing to be is the basis of the socio-economic development of the region. Using correlation analysis to confirm the hypothesis of an existing correlation between an increase in the quality of human capital and an increase of enterprising activity, a statistical correlation was calculated between the coefficient of enterprising activity per 1000 people of the labor-force participation and social indicators of subjects of the Tyumen region. Social factors have not only indirect, but also direct influence on the level of entrepreneurial activity. Of the two determinants (demographic and health), demographic conditions have the greatest statistical impact on the level of entrepreneurial activity.
