The category of human capital in the development space of the theory of public administration

Modern socio-economic transformations determine the replenishment of the space for the development of the theory of public administration with new categories, among which it is legitimate to include the category of human capital. The emergence of this category in the space of development of the theory of public administration leads to the formation of a number of effects, among which it is necessary to highlight: the emergence of new conceptual ideas reflecting the relationship of the category of human capital with other categories of the theory of public administration; the expansion of the totality of the main problems that this theory solves; the development of new approaches and tools used by this theory. The article examines the above-mentioned effects, while the author proceeds from the subjective nature of human capital and considers the systemic nature of this qualitatively new economic phenomenon. The author concludes that human capital is objectively focused on the tasks of effectively resolving a cluster of acute and complex problems generated by a multitude of transformational processes characteristic of the new reality of the development of the economic system. This circumstance contributes to the formation of human capital as a key factor in modern development, which necessitates the creation of a public management system for the development of this capital. In turn, state management of human capital development allows it to be deployed into a force that transforms the very process of public administration from within and accelerates the development of the relevant theory. The article substantiates the conclusion that the emergence of the category of human capital in the space of the development of the theory of public administration leads to its modernization and the formation of qualitatively new directions of its development, a number of applied recommendations are proposed in relation to the tasks of the development of these areas.
