The article deals with the comparative analysis of the pedagogical competencies of the teachers of Russian and Kazakhstan. There are described the complicated processes of the development of the educational programs, forming the basis of the professional ethics of the teachers in these cultural and political environments. The author analyzes the dichotomy between the didactic education, focused on the content and prevailing in the Russian educational practice, and the innovative approaches, directed to the student and accepted in Kazakhstan.
