Concept of social state and political culture of modern Russian society

The article deals with the prerequisites of the social state formation in the context of changing humanistic vector in the development of national states of Western Europe. Different approaches to solving the problem of poverty in the welfare state are shown. Based on the philosophical and cultural reflection of the problem of the social state, presented, in particular, at the Round Table of the Institute of Philosophy of RAS and CISI (March 2019), the author characterizes the role of political culture in the formation of the social state in Russia and in clarifying the relevant concept. The search for a new model of social state aimed at resolving the contradiction between socialist and neoliberal strategies in public policy of Western countries is analyzed. The author argues for the positive role of the elements of collectivism and patriotism in the composition of the Russian national idea, as well as the traditional support of the majority of the people for the state policy as the basis of Russian political culture. Actualizing the attention to the concept of social state, the author points out the need to expand the space of political culture research in the formation of the Russian model of social state, combined with the methods of sociology, political science, and other social and humanitarian sciences.
