The article determines the technologies and tools of GR-management in the sphere of education. There are indentified the basic forms of interaction that are caused by the multiaspect and multilevel character of GR-management. There is developed the author’s conceptual model of the interaction of Volgograd State Socio-Pedagogical University with the public authorities in the context of GR-management.
