Constitutional foundations of social protection of orphans and children left without parental care

The article analyzes the amendments made to the Constitution of the Russian Federation in relation to children left without parental care. The author notes that before the amendments were made, the norms of the Constitution of the Russian Federation, for the most part, identifying the status of a child with the status of any citizen of Russia, did not take into account such a circumstance as the absence of parents. The changes made give the child the status of an independent subject of relations, assigning responsibility for their well-being, in addition to parents, to the state, which increases the guarantee of the rights of children left without parental care, including in the field of social protection. Thus, the constitutional and legal status of these children receives a new content.
