Adjusting the evaluation of potential for integration of the national cluster model for scientific (scientific and methodological) interaction between pedagogical universities and education development institutions for the expansion of intra- and inter-regional networking

The article is concerned with the correction of assessment of integration potential of the national cluster model of scientific (scientific and methodological) interaction of pedagogical universities and education development institutions to expand intra- and interregional network interaction taking into account the results obtained in the previous stages of the long-term study. A brief overview is carried out, highlighting two main aspects of interaction - intra- and interregional. The divergence of these implies alternative functioning scenarios for the cluster model. This has prompted the use the scenario approach to adjust the evaluation of the integration potential of the cluster model. Four scenarios of interaction were formally and logically identified: intraregional bipolar, interregional bipolar, “education development institution-centric” monopolar, and “university-centric” monopolar. The structural-functional analysis of these scenarios has been based on social capital theory, in terms of which the latter is directly proportional to the level and number of integration actors. The comparison of the alternatives led to the conclusion that the “university-centric” monopolar scenario of the cluster model of scientific (scientific and methodological) interaction between educational institutions and education development institutions is preferable as it provides the highest level of integration, growth of social capital and synergetic effect for all the actors.
