Corruption: a problem of understanding and socio-legal assessment

The scientific article analyzes the legal, doctrinal and law enforcement problems of understanding, social and legal assessment and anti-corruption. The purpose of the study was to develop specific proposals aimed at improving the current anti-corruption legislation and the practice of its application. Research using a general scientific dialectical approach, as well as methods of statistical, logical, systemic, comparative and structural-functional analysis. The main results of the study are expressed in the following proposals: introduce into legislation a broad approach to understanding the legal essence of corruption; level to consolidate such a unit of statistical accounting as «an offense with signs of a crime of a corruption nature»; differentiate the list of restrictions and prohibitions in relation to heads of public authorities; increase the role of moral and ethical elements in the content of the duties of employees of public authorities; develop and implement a mechanism to stimulate the participation of organizations entering into legal relations with public authorities in the prevention of corruption.
