Crystallization of the Concept of “Arctic Competences” in the Process of Forming the Human Resources of the Arctic Regions

The article proposes for discussion the phenomenon of “Arctic competencies”, which forms an inde-pendent cluster of knowledge and personal qualities that ensure professional and social activities in the interests of the Arctic territories. The formulation of the question of crystallization of the concept of “arctic competencies” is a novelty and a key question of this research. A high level of professional development and involvement in business activity is an important component of human capital and a resource for the competitiveness of the region. The programs “Arctic Challenge”, “Course to the North”, “Arctic Lighthouse”, “Return with Friends” reflect the policy of the Murmansk region to attract personnel to the region. Decisions to create production and educational centers of secondary voca-tional education, special projects such as “Industrial Postgraduate Studies” increase the relevance of specialized knowledge about the Arctic region. Achieving results in full-cycle professional training programs ensures personnel sovereignty and sustainability of the region. The use of the concept of “Arctic competencies” as an independent one provides an advantage in the formation of the regional component of educational programs at all levels, and also defines guidelines in programs for attracting specialists to work in the Arctic regions.
