In the process of higher pedagogical education in Uzbekistan, the process of teaching subjects in accordance with modern requirements is underway. In this regard, the task is to optimize the disciplines of higher primary education [1]. The new subject "Primary Education Management" is a product of such optimization.
The new subject "Primary Education Management" is an integral part of the subject "Pedagogical Management", which provides future teachers with theoretical and professional knowledge, skills, competencies and competencies in the basics of primary education management. This new subject is based on the laws, principles and tools of the art of school management [2].
For the first time, a Model Program on the new subject "Primary Education Management" has been formed. In this program, this subject is designed to be taught on the following grounds:
Module 1: Fundamentals of the organization of primary education . This module provides knowledge on the basics of the organization of primary education, its normative documents, traditions, foreign experience, modern technologies and its importance. This approach is completely new, in which the basics of "Primary Education Management" are studied in the organization of primary education.
Module 2: Primary Education Management Mechanisms. This module provides professional skills and competencies for future teachers on the basics, factors, national experience of primary education management, its foreign traditions, innovative technologies and the practical significance of this issue. Therefore, based on the basics of the subject "Pedagogical Management" on these issues, it is intended to study and master completely new approaches. As a result of this module, future teachers will have a clear understanding of the mechanisms of primary education management.
Мodule 3: Effectiveness of Primary Education Management . This module provides competencies for future teachers on indicators to determine the effectiveness of primary education management, its monitoring, strategy, research factors and performance evaluation systems. By mastering this module, it is expected that future teachers will have clear and practical competencies in the system of evaluation of the effectiveness of primary education management.
It should be noted that the subject "Primary Education Management" covers the following most important areas:

- national bases and foreign traditions of the organization of primary education;

- modern and traditional mechanisms of primary education management;

- national and international indicators for assessing the effectiveness of primary education management.
As a result of teaching this subject, it is expected that:

- preparation of future teachers for primary education management;

- modernization of primary education management through a new generation of teachers;

- achieving a quality level in the management of primary education;

- creation and implementation of modern forms of primary education management.
It should be noted that the management of primary education, organized on a modern and pragmatic basis, at this stage has a positive impact on the quality of education. It should be noted that the organization of primary education management in general secondary education management. Therefore, today it is important to implement the following in the subject "Primary Education Management":

- development of fundamental, scientific and practical research on the problems of primary education management;

- development of methodology of primary education management;

- study the history of primary education management;

- defining the theoretical aspects of primary education management;

- defining the role of primary education management in the professional training of future teachers.
Of course, these issues will be addressed over time. At the same time, it would be expedient to start their development today and to involve students in this work.
It is planned to teach a new subject "Management of Primary Education" as a specialty elective subject. It is the teaching of this elective subject that provides the basis for its experimentation and methodological justification during a particular academic year.
At the same time, it should be noted that research on the problems of primary education management has been conducted in general in foreign countries. Nevertheless, the use of the results of such studies provides the expected effect.
Relying on international educational programs is also effective in solving scientific, practical, innovative and methodological problems of the new subject "Management of Primary Education". In this regard, it is expedient to pay special attention to this issue.
There are also general approaches to primary education management in the Uzbek national pedagogical heritage. Paying attention to this issue also allows you to find the right solution to problems.
Thus, the content of the subject "Management of Primary Education" is noteworthy for its scientific, educational and practical nature. We have drawn your attention to the question of putting the problem here.
