Media and information literacy in the system of supplementary education for children

The article raises the question of the possibility to solve the urgent problem of media and information literacy of the Russian population through the development of supplementary education for children.This kind of educationhas recently gained strong momentum for accelerated development because the new Law on education (2012), the Concept of the Federal target program of education development for 2016-2020 (2014) and the Concept of development of supplementaryeducation for children (2014). The author describes the indisputable advantages of this kind of education, but she believes that only a basic educationrealized through a system of pre-school institutions and schoolscan beguaranteed means of formation media and information literacy of the population. Then the author presents foreign experience as an argument, especially the experience of the European Union. There's a system of additional (informal) education works well, it is extensive and accessible for all children, adolescents and adults, however, with regard to media education that was not enough, and in 2008 the European Parliament adopted a decision on compulsory media educationin the formal education system for all children and future teachers of the EU Member States. The author calls to look at this political decision of the European Union attentively.
