Mechanisms of urban regulation applied in the development of urban spaces using socio-cultural design

The modern appearance of Russian small towns is diverse and unique. It depends on the age of the city, the qualitative composition of its population, the standard of living in a given territory, and the time of the last period of infrastructural and economic growth. Territorial planning largely determines the image of the municipality, its structural features and transformational opportunities. Depending on the type of development, the historical appearance of the traditional center, timely and scientific zoning of the territory, the manageability of the development of a small town may also differ. Many socio-economic projects described in the comprehensive strategies of municipalities are not feasible in advance. The developed measures cannot be fully implemented with the achievement of the maximum beneficial effect. The use of innovative mechanisms for the reconstruction of urban space is stopped by territorial zones that are unable to adapt to new conditions. Often these are territories dilapidated by time, not maintained by the owners in a decent form due to the high cost, or simply forgotten by them. The territory becomes attractive and developed only when work is carried out on it to purposefully create residential, sociocultural and business infrastructure projects. Timely, scientifically based territorial planning and effective urban regulation with an eye on the solution of the strategic tasks of the municipality is the key to a stable increase in the level of socio-economic and socio-infrastructural development of a small town or district. This study examines the basic principles of urban regulation in the scenarios for the implementation of socio-cultural projects of small towns in the direction of the social and infrastructural development of the territory.
