Metacompetences is a key factor of upgrading of education's qualities

In foreign and domestic scientific literature the concept "metakognitivnye strategy" (management of the cerebration course) meets. D.Rubin and A.Tompson have allocated two big groups of educational strategy: metakognitivnye strategy and cognitive strategy. Metakognitivnye strategy are methods of administrative type which are directed to monitoring educational process by the student independently. It is possible to carry the following to them: 1) Planning. 2) Statement is more whole. 3) Monitoring. The article reveals the contradiction between the development of levels of competences as secondary result of study subjects and assessment the final result of the educational process at the level of these competencies. Therefore, we have considered are determined by combining competences in accordance with the previously developed meta-systemic approach solved six tasks: development strategy of the educational process of switching between the competencies, the identification of portions of the specific competence in this strategy, evaluation and control of the readiness of the educational process to the development of specific competencies, pedagogical competencies of allocation and reallocation of resources between them, as well as task generation are determined. It is shown that the systemic nature of meta-competences is based on the organization of the switches included in the systems development of specific competencies. This allows you to develop an educational program to develop engineering competence in the disciplines alternation, and the alternation of competences and their parts. Conclusion: the metacompetence-based approach to formation of competence of the graduate based on various switchings both between competences and between development of their separate parts, allows to form the program of her development on the basis of following of competences, but not disciplines as it becomes still, with the choice of the most successful moments of development of each competence, ensuring due level of readiness of educational process, creation of the corresponding strategy, the choice of the combined pedagogical means, optimum redistribution of pedagogical resources and generation of metacompetences with involvement of the employer, that is with the solution of all six problems of metasystem approach.
