For understanding the influence of education system into economic and social flows, it is very important to determine an interaction of education, knowledge and technology progress in the process of economic and social growth and development. The influence of education into economic and social development is being expressed directly through a complementary degree within technological progress in its wider sence, through residual, i.e. qualitative changes in inputs such as education, health, better working organisation. In developed countries, it is being emphasised that personnel is the most sophisticated form of capital. The personnel quality is an important lever of the third scientific revolution. The focus has been removed from material to qualitative and new knowledge. A wide spectrum of econometrics studies in economy of education has determined that incomes of an individual depend on a level of education. Higher incomes of population as indicators of increased education level direct onto the growth of the economy of a country and its development. These were correlatons noticed by the economists dealing with this area a long time ago. However, it is difficult to stay completely satisfied with these wide spectrums of studies on effects of education onto economic and social growth, since except quantitative factors, a technological progress influences significantly onto development, being defined as residual, and the one cannot be completely quantified, thus each quantitative study has had relative lacks.
