Methodology for complementary selection of administrative and management personnel for children’s health camps using a mathematical optimization model

Selecting highly qualified managers is an urgent problem for any enterprise. A children's health camp is a unique organization for evaluating the effectiveness of changes in the leadership selection system because the work is temporary and all employees are hired simultaneously, so there is no time to adapt to each other. Working with children also eliminates the "right to make mistakes." Consequently, the selection process is accompanied by increased responsibility. This study aims to develop a complementary selection methodology for administrative and managerial personnel in children's health camps, based on modern management, psychological, and pedagogical achievements, using mathematical modeling. The hypothesis is that using classification and integration of managerial and pedagogical paradigms to select administrative and managerial staff at children's health camps will allow us to develop optimal personnel solutions that enhance the complementarity of management teams. We chose a complementary approach to selecting managers as our methodological strategy. Our theoretical basis was the concept of command and the theoretical provisions of recruitment, selection, and personnel selection. The result of the research is a complementary selection methodology for administrative and managerial personnel. This methodology includes a classification of managerial and pedagogical paradigms and clarifies complex requirements for managers and their experience. These requirements are transformed into evaluation criteria and indicators when diagnosing candidates. The scientific novelty lies in the classification of managerial and pedagogical paradigms, as well as the reasonable possibility of integrating them in the selection of managers while considering the industry affiliation of the organization. Additionally, the study systematizes and clarifies the professional and personal qualities required of managers in the education system in general, and in children's health camps in particular. Theoretically, it expands the ideas about the potential application of mathematical modeling in management team recruitment. The practical significance lies in the fact that the presented materials and conclusions may be useful for federal, regional, and municipal bodies involved in selecting administrative and managerial personnel in the education system; personnel management services and departments when preparing job descriptions, competence maps, and position profiles; forming the personnel reserve.
