Methods of development of coordinated managerial decisions for selection of efficient projects. Part 1

Results of an in-depth analysis of research papers allowed revealing some problems (limitations, shortcomings and contradictions), on the basis of which the direction of further development of financial management regarding selection of efficient projects has been determined. A new technique for development of coordinated managerial decisions for selection of efficient projects has been proposed within the limits of the determined direction. The technique contains two fundamental premises which possess the scientific novelty for financial and mathematical sciences: a synthesis of the analytic hierarchy process (AHP) with the methods of mathematical statistics; a synthesis of the AHP with the fuzzy sets theory methods and mathematical statistics methods. The obtained in-depth analysis results have allowed for not just formulating the new technique but also upgrade the classical AHP representation by T. Saaty in order to correct shortcomings, contradictions and limitations regarding the following: replacement or supplementation of the ratio of consistency of grades in the pairwise comparison matrix by criteria of mathematical statistics; expansion and specification of T. Saaty’s expert judgement scale; proposal of a new level of resultant decision conformity (LRDC) measured with the use of the verbal-numerical Harrington scale in combination with such characteristics as consensus, compromise, mid-intensity or high-intensity conflict; assignment of weight categories for the experts, taking into account some special requirements. The upgraded AHP version will help solving various theoretical and practical problems of multi-criteria choice in different spheres of science with high universality and flexibility degree. Development potential of the technique and the AHP has been determined in the end of the article.
