Methodological foundations of project management of the development of socio-economic systems

In this article, a system of methodological principles of project management of the development of socio-economic systems, from the standpoint of the general theory and patterns of development of self-organizing systems, is formed. Currently, the relationship between the concepts of management of projects and project management is being actively discussed. The article discusses the application of the concept of system management and its introduction to management of projects. System management of projects is interpreted as management not contrary to, but in accordance with the principles of self-organization. The interaction between the theory and methodology of management can be represented by the triad: methodology of research of the control object theory of functioning and developing of the control object methodology of target management of the object. Within the framework of the triple constraint principle, the growth of the fourth coordinate efficiency transforms the triangle of project management of time costs quality, providing an increase in efficiency with a specific cost reduction, or providing an absolute cost reduction for a given result. The considered approach expands and specifies the management constructivism of the project methodology.
