The modern proxy conflict in Ukraine is significantly transforming the political culture of the Russian border regions, increasing the militarization of public consciousness and institutional practices. The Kursk Region as a border subject of the Russian Federation demonstrates the characteristic features of this transformation: the growing influence of law enforcement agencies, militaristic rhetoric in public discourse, and the reorientation of local social programs to the defense context.
