The article defines participants of educational relations. The legal documents that secure the rights and obligations of educational relations participants in organizations of general education are reviewed. The author considers the role of the Commissioner for protection of their rights, describes goals, objectives and areas of his activities. The paper reviews traditional and interactive methods applied in the work of the Commissioner.
