The role of lecturer’s innovation culture in his professional development and the quality of higher education is undeniable. Development of lecturer’s innovation culture is an essential issue that is being studied and applied to contribute to the success of innovation in higher education, meeting the requirements of today’s volatile society. In that context, the university management system is seen as an important element to help orient, promote and realize lecturer’s innovation activities, therebydeveloping his innovation culture. To create a scientific basis for this issue, the article proposes a model to stimulate the development of lecturer’s innovation culture in the university management system. In which, the value-objectives, methodology, organization-activity and results blocks are detailed with pedagogical conditions to effectively implement this model, serving as the foundation of development of lecturer’s innovation culture in science and practice.
