The article is devoted to the issues of the role and place of the Russian institution of commissioners for human rights in the system of state bodies, its formation and development, the legal status of the state position of the commissioner. The author comes to the conclusion about the unity of the two-level system of state human rights activities of the commissioners for human rights; expresses his position regarding the ways of its further development.
