The article is devoted to the development and testing of a methodology for modeling the management process of an educational organization’s admission campaign. A scenario of the business game “Admission Campaign” is presented, implemented on the basis of the Tandem information system and the applicant’s personal account, with the participation of 59 real applicants and 27 virtual competitors. The roles of participants (applicants, admission office operators, technical moderators, game master, host) are described, as well as the structure of experimental groups: Group A (without priorinformation, n=32) and Group B (with a tactical briefing, n=27). A two-factor experimental design is presented, including a controlled external disturbance - the injection of virtual competitors at a controlled moment in time. The stages of the game are detailed: formation of the applicant’s portfolio at specialized stations, operator work, the procedure for submitting and editing applications in the personal account, and the enrollment simulation algorithm. The possibility of stress testing the information system and collecting behavioral data from active elements under uncertainty is demonstrated. The methodology can be used to assess the readiness of organizational-information systems for real admission campaigns, as well as for training applicants. The results of the quantitative assessment of information management effectiveness are presented in the second part of the work.
