The National Program for Personnel Training states: "Creating an advanced training system based on the modern economy, science, technology and technology development is the most important precondition for the country's progress. The functioning of the system ensures the formation of a new generation of staff, capable of taking into account and solving future tasks, having the highest general and professional culture, creative and social activity, and the ability to independently orient in social and political life. "
The National Program of Personnel Training includes the creation of a socioeconomic, legal, organizational, psychological and pedagogical and other conditions for the formation of a common culture, the adaptation into life of the society, the conscious choice and subsequent realization of professional and educational programs, It involves educating a competent person who understands his responsibility.
The set of interconnected requirements forms the aggregate model of the teacher. The basic requirements in accordance with the generalized model are:

• the ability to teach;

• the ability to train;
-
• the qualities of a person who provides a human factor in the learning process;

• The ability to truly assess and control the students' knowledge.
The requirements of the qualitative time in the framework of the generalized model represent the pedagogue's "outfit".
The effective solution of the problem of training of the new cadres is primarily connected with the preparation of teachers who have profound knowledge of psychology, pedagogy, economics, ecological culture, jurisprudence and other similar sciences. In this regard, the President of the Republic of Uzbekistan Islam Karimov noted in the IX Session of the Oliy Majlis: "If teachers, professors, heads of departments do not work on themselves, and if they do not study abroad and do not know their specialists and innovations, do not change their experiences with foreign colleagues, process and its effectiveness."
Experts from the United States, Germany, Japan, France, and other industrial and intellectual countries show that the training of highly qualified and competitive personnel depends on:

1. Interrelationship between education, science and industry;

2. Differentiation of species (types) of educational institutions and vocational training programs; their latest achievements in science and technology, with the highest standards and manifestations of economics and technology;

3. Transformation of the system of professional education into a priority and profitable economic network;

4. Providing educational institutions with modern educational and methodological literature and creating their material and technical basis and strengthening their financial performance;

5. Involving highly qualified teachers and professionals in the system of professional education;
-
6. Informatization and computerization of educational process;
-
7. Apply the qualitative assessment of personnel training and objective control system.
Nowadays pedagogical technologies can include:

The essential part of the study is:

a) The purpose of the study;

b) The content of the training material.
Processed part-technological process this includes:

- organization of educational process;
-
- types and methods of educational activities;
-
- forms and methods of teacher activity;
-
- diagnosis of educational process.
Having studied the essence, goals and objectives of the new pedagogical technologies, developing scientifically-based information and practical recommendations about them, and promoting the introduction of modern pedagogical and information technologies, it should be effectively implemented in the education system.
It can be concluded that at Ferghana State University, there were created the necessary conditions for the teaching staff to use the technological approach to teaching, including the IRC, information technology and distance learning center the Department of Applied Mathematics and Informatics, the use of information technology and the Internet and foreign language courses. Each chair has a full-fledged auditorium for the use of new pedagogical technologies. Thus, it is important to ensure the formation of positive emotions in the higher education system, its content, manner and methods of action, which in turn creates an incentive to use innovations in practical activities.
