This article examines the legal framework governing the tourism industry in Kyrgyzstan in the context of its transition to a sustainable development model. Specifically, the author examines the need to update the basic Law "On Tourism" (1999) in light of the digitalization of the economy and new risk management requirements. Particular attention is paid to the Law "On Sustainable Development of the Issyk-Kul Ecological and Economic System," which establishes a balance between economic activity and the preservation of the ecosystem's regenerative potential. The article also examines mechanisms for environmental assessment and limiting anthropogenic impact as factors that enhance a region's investment attractiveness. It also substantiates the transition to a "soft" tourism development model through moderate use of natural resources, development of small-scale infrastructure, and adherence to strict environmental standards.
