A nonlocal method of improvement, based on the sufficient conditions of optimality is considered. Testing of the method is carried out on the problem of optimizaton the regional development strategy, as described in the multi-component socio-ecological-economic model that takes into account constraints on the capacities of the environment and social sphere recovering and innovative capacities.
