The issues of harmonization of the requirements for the results of the development of the basic professional educational program in the direction of higher education with professional standards are not fully resolved. Ways to ensure the connection of universal competencies with the requirements of the professional standard, the relationship of universal competencies with General and professional need further consideration. In this paper, the author compares the principles of competence formation in the models of GEF IN 3+ and GEF IN 3++, acting as a factor in the development of the Fund of evaluation tools; the author studies the issues of combining formed competencies with evaluation tools and designing competence-oriented tasks to assess the formation of competencies.
