On the institutionalization of online education in the digital transformation

The article deals with the transformation processes in the system of secondary vocational education associated with the institutionalization of online education, as well as the essence of technological and axiological foundations and mechanisms of online education institutionalization. The main stages of this process, characterized by essential features in the formation of digital educational environment, the use of distance learning technologies, the creation of different models of online education and in their perception and recognition by participants of educational relations, are highlighted. In theoretical and practical aspect the actual problem areas of social perception of online-education in the system of secondary professional education are analyzed, such as competence formation, integrating professional knowledge, abilities, skills and professional experience on the basis of distance learning technologies application; efficiency of educational work in conditions of lack of direct communication of a teacher with students; methodical issues of educational content and methods selection of teaching and learning methods. The article is oriented to teachers, managers and employees of methodological services of secondary vocational education institutions, federal and regional education authorities, all those interested in the development of secondary vocational education system.
