Objective suppositions for strengthening of the state role in development of breeding and seed growing of oil crops in Russia

The agricultural and industrial complex is a basis of a rich state, food safety and market stability. Particularity of agriculture consists in an obligatory state regulating. In current time, the innovative development of agriculture sector is quite complicated. Phase-out of earlier existing state system of breeding and seed growing led to a series of serious faults and problems. Expansion of foreign seeds in sowings of oil crops is an alarm signal. Last ten years the sectorial seed market is depending significantly on the nonnational companies supplying seeds and dealing with industrial seed growing on the territory of our country. Accordingly, it should be understood that the difficult period of trade restrictions and embargoes is fraught with unsufficient supply of the national market not only with food products but own certified seeds. We should acknowledge the effective standards and regulations including the basic statements of the Doctrine about food safety of the Russian Federation do not specify a place of certified seeds of the Russian breeding in a formation of national raw material for vegetable oils production. This acute problem is more and more important under extending localization of seeds reproduction by foreign companies in Russia and demands strict solutions at a legislative level with direct involving of the state.
