The paper describes a simple generalized model of the traffic load growth depending on the linear sizes of a city (a compact settlement). This general model shows that population is a function of the squared linear size of the city, traffic load (and, environmental load respectively) is a function of the cubic linear size of the city in the absence of traffic standstill, and in case of traffic standstill the environmental load is a function of the quadratic linear size of the city. Moreover, it is shown that on the same area, with an equal environmental load, a bigger number of inhabitants can be placed when restricting the population in resettlement units (cities) than in case of the only one megalopolis built. The models of power law dependence were partially checked based on the data available.
