Evaluation of differentiation of socio-economic development of regions in innovative strategy of Russia

The problem of asymmetry, un even developmen t has been th e most importan t pr oblem of th e state for a lon g time. Th e concept of asymmetr y is multifaceted, and can man ifest itself in var i ous aspects of th e development of th e r egion. The article iden tifies the pr er equisites for differentiati on, asymmetry, which are diverse and related both to natural and climatic, as well as to historical, political, and econ omic con ditions. Each con stituen t en tity of th e feder ation, developing its own str ategy of in novative development, sh ould take in to accoun t both state priorities an d th e oppor tunities and specifics of r egion al developmen t an d their competitive advantages in specific science-inten sive industr ies. Amon g th e mai n pr er equisites objectively con tributing to th e dispr opor tion of the socioeconomic status of the subje cts of the South of Russia are the following: area size, demography (number and density of population), geolocation, etc. As a result of the study of the differentiation of the socio-econ omic developmen t of the region s of the Souther n Feder al Distr ict, th e author s note a cer tain tendency: for several years in equality in the explor ed development of regions exists, but it is not dynamic. The graduation of the regions, with respect to practically ever y indicators con sider ed, r emains un ch anged. The dynamics is observed only r elative to the base value of the indicator for each of the subjects of the district, without violating the overall degree of differentiation. Consequently, th e existen ce of strategies for socio-econ omic developmen t of the region s is n ot yet a guarantee that development in these regions will reach a new trajectory. Many external and internal factors can in fluence it. Never th eless, it is necessar y to kn ow the guidelines of in novative developmen t an d to look for ways out of th e existing imbalance in this development. Th us, developin g th eir own str ategy of in novative developmen t, r egion s need to cr eate star ting conditions for further development, in cr easi ng pr oduction and socio-econ omic sph er e.
