The paper presents the results of the study of state and municipal health departments of Ulyanovsk aimed at identifying specific problems and assessing the quality of health services. It is found that the issues of concern are listed as accounting service component in the evaluation of health services, system evaluation, taking into account the views of patients as consumers of health services
