Peculiarities of financing IT infrastructure projects on the basis of concession agreements

The study focuses on the financial mechanism used to implement IT infrastructure concession agreements in the Russian Federation. The subject of the study is financial and economic relations between the participants of concession agreements in the process of implementing IT infrastructure projects. The research methodology is based on the analysis of the current experience in the implementation of IT infrastructure projects using concession agreements in Russia, including the analysis of the financing structure of the relevant projects. The results of the research are the proposal of methodological recommendations reflecting the principles of formation of the financial mechanism aimed at the implementation of IT infrastructure projects on the basis of concession agreements. The following six principles of the financial mechanism formation are proposed: separation; dependence on the right to use the object of the concession agreement, priority, ensuring profitability, alternative financing instruments, financial stability.
