The features of designing an educational programme of Bachelor's degree program in “Informatics and Mathematics” (with two training profiles) on the basis of highlighting conceptual approaches and principles of designing pedagogical systems are considered in the present paper. The practical experience of the Department of Theory and Methodology of Informatics Teaching at the Institute of Mathematics and Informatics of NEFU in designing a basic professional educational program is presented. The process of project activities is phased in. The emphasis in this paper is on describing the conceptual stage of the work. In the course of project activities, the requirements of the Federal State Educational Standard of Higher Education 3++ and the professional standard were correlated. Taking into account the peculiarities of the regional labor market and the values put at the forefront, the mission and goal of the program are formulated, the types of graduate tasks are selected and the tasks of professional activity are specified, on the basis of the listed approaches, the structure and content of the MPEP are built
