Pedagogical dominant ideas in the development of a foreign language as an educational subject in the pre-revolutionary Southern Trans-Urals

In the context of increased attention to the development of contemporary domestic foreign language education in Russian regions, for many of which the quality of foreign language proficiency of the younger generation can become a significant factor in economic and sociocultural regional development, it is important to consider the historical origins of the phenomenon. Having studied the formation and development of the Foreign language subject in the regional-historical aspect, the author shows the gradual dynamics of the process, highlighting its essential characteristics. The author defines the research task in identifying and correlating the pedagogical dominant ideas of the development of the Foreign language subject in one of the remote Russian regions (Southern Trans-Urals) with national trends and identifying axiologically important experience to extrapolate it to the development of the current situation in regional education. Historical-genetic and comparative analysis as the leading research methods allowed us to make the conclusion that it is possible to implement the requirements put forward by the state, provided that a number of organizational and personnel problems are solved in the context of a change in the cultural and educational paradigm.
