The First State Duma from the Perspective of the Right
The attitude of the right (monarchists) towards the first State Duma was unanimously negative, despite the presence of several trends in the conservative camp. Despite their rejection of the principle of parliamentarism, the right-wingers recognized the State Duma created by the tsar and took part in the election campaign. Having suffered a crushing defeat in the elections, the monarchists declared that the elected deputies were not true representatives of the people, as they got into the Duma through deception and bribery. What is more, the Right-wingers considered it impossible for the opposition Duma and the government to cooperate. The first steps of the Russian parliament have confirmed their correctness. The Duma demanded a political amnesty from the government and the abolition of the death penalty, which angered right-wingers who pointed out that impunity for criminals would only lead to an escalation of revolution violence in Russia. The monarchists accused the Duma of intending to seize supreme power, as proved by the deputies' "audacious" response to the throne speech, which contained a demand for a responsible ministry. Duma agrarian bills violated the right to private property were also rejected by the rights. Furthermore, revolutionary speeches were regularly delivered from the Duma rostrum, which allowed the right to claim that the Russian parliament had become a "hotbed of revolution" and demand its immediate dissolution. After an attempt by the Duma to issue a "manifesto" in response to the government's declaration on the agrarian question, the latter finally decided to dissolve it. This move received the full support of the right, some of whom even suggested not calling a second Duma at all, as it would be no better than the first.
